The memorable Elegie is the 3rd movement of Tchaikovsky’s luscious Serenade for String Orchestra in C (Op. 48). It is here arranged for flutes (3 concert flutes, alto and bass), with the main alterations form the original score occurring in the two lower parts. Tchaikovsky wrote to the effect that ’the larger the string orchestra, the more my intention will be fulfilled’ - so, as many flutes as possible for a richness to match the music, perhaps. I have already uploaded the Valse for the same forces.
