Peachum has now arrived at MacHeath's cell hoping to tear his daughter away from him - which will leave Lucy free to do what she will. Polly is trying to stand her ground.

I see Polly here with arms stiff by her side, fists clenched, maybe even stamping out the beat. The tune is origianlly called the Irish Howl, and whatever the words mean in the middle, the effect is that of Polly incoherent with rage and desperation. She should break off with a squeal when Peachum finally manages to pull her away.
