It evokes perhaps Victorian or Edwardian London, somewhere near the river; snatches of musichall songs mix with street cries and a bit of a church service in the distance. In the sections in 'free time', none of the solos should be specifically correlated rhythmically - the soloists should play quite freely, in their own time, and the conductor should cue as necessary. The piece obviously owes a considerable debt to Vaughan Williams' great London Symphony.
