My research has led me to identify him, most probably, as Philippe Souhart the son of Fernand Souhart, a French high diplomat. He would have written this song at the age of 19, and died the 15th Feb. 1914 at the age of 21 (before the outbreak of WWI on 28 July 1914). This poem by Verlaine has also been set to music by many composers: Claude Debussy, Gabriel Fauré, Reynaldo Hahn, Eugène Lacroix, FrédéZerick d’Erlanger, Alphons Diepenbrock, Gaston Marchet etc. and by Alain Jacques.
