It says "Assai Moderato con espressione", with no indication how moderate is moderate. I have suggested 120–on the up side of "moderato"–which feels right to me, but this movement is typically done much faster. Joplin’s tempo indications for his rags generally include the word "march", suggesting +/-120. Or Joplin might have erred in his time signature, really meaning for it to be alla breve (2/2). Make your own decision. The repeat (and first ending) is not in the original.
