While jazz-rock held sway, much of it almost egregiously diatonic, many of us continued to experiment with complex chromaticism. I don’t remember wnether this is fragment of an uncompleted piece or, more likely, complete, and intended as terse launchpad for free improvising. The practice was common at the time to create a short, almost aphoristic piece like this, often with very clear tonal implications, and simply–complexly!–improvise a continuation. This is sometimes referred to as "free bop"–improvising a harmony as well as melody and rhythms.
