As stated on the bottom:
"The numbered section of the cadenza should be performed at a quick, even tempo between the players, with the numbers designating the order for when each player should play each note."
This will ensure that when played, the overall effect of that section will reproduce the melody through the use of tiny solos between the four players.
Another note: The ossia notes at the end should only be played if both Trombone 1 and 2 parts are playing them. Then, the chord will be complete if the ranges are too high or uncomfortable for the players.
