This is an arrangement of a traditional folk song which seems to be claimed by both the U.S. and England. It's known as LEATHER-WINGED BAT, THE BIRDS' SONG, and a few other names. The song (which has any number of verses from three to at least fifteen!) is about a mixed group of birds - bats are counted as birds in this music - who get together to… complain about their love lives! That's why the music is so chirpy and tweety.
